Tamil Nadu Government amended the Tamil Nadu Prohibition of Harassment of Women Act, 1998, through the Tamil Nadu Prohibition of Harassment of Women (Amendment) Act, 2025.
The new amendment law broadens the definitions of harassment to cover physical, verbal, non-verbal, digital, and electronic forms of indecent conduct that cause intimidation, fear, embarrassment, or shame, including threats, abuse, and assault. It also mandates protective measures, such as CCTV cameras and improved lighting in schools, hospitals, hotels, and public spaces. Victims are allowed to request Protection Orders to prevent the accused from contacting them.

Penalties for harassment have also been increased, with first-time offenders facing up to 5 years of imprisonment and a fine of Rs. 1,00,000/-. Repeat offenders can face imprisonment from 5 to 10 years and a fine of Rs. 10,00,000/-.
Non-compliance with the protective measures is punishable with a fine of Rs. 50,000/-. Violating Protection Orders can lead to imprisonment of up to 3 years and a fine of Rs. 1,00,000/-.
