An overview of the Industrial Relations Code, 2020
Rules are yet to be made under the Industrial Relations Code, 2020 ("the IR Code"). As per media reports, the draft rules would be notified and possibly, the Code along with other codes would come into effect from 1st April, 2021.

A brief background

On 15.10.1999 the Government of India set up the second National Commission on Labour, inter alia, to suggest “rationalisation of existing laws relating to labour in the organised sector” and “an umbrella legislation for ensuring a minimum level of protection to workers in the unorganised sector.” Having reviewed the entire gamut of labour laws, the Commission recommended, inter alia, that the provisions of the then existing labour laws should be incorporated in a comprehensive code. As the first step, the National Commission recommended that the labour laws be grouped into well-recognised functional groups relating to “industrial relations”, “wages”, “social security”, “safety” and “welfare”.
